Paul Keating was the Prime Minister of Australia from December 1991 to March 1996. Throughout his term he pursued the idea of a Republic Australia. The current Australian government is a constitutional Monarchy, where there is a head of Government, the prime minister; a head of state, the British Monarch; and a representative for the monarch, the governor general. The Australian Constitution is a Parliamentary democracy.
The idea of Australia becoming a Republic brought back past fails in having a Parliament Democracy including the Whitlam Dismissal. Pro Republic writings began to surface around Australia, contributing to the idea of a Republic Australia. Though most of Australia still supported the Monarch.
The issue of a republic increased with the creation of the Australian Republican Movement (ARM) and the Australia for a constitutional Monarchy (ACM). The two groups had a substantial influence and impact with both of their views impacting greatly on the Australian Public.
Australia began to swing towards the idea of becoming a republic, as we were greatly influenced by the United States. So Keating pressed to have a Republic by the 2000 Sydney Olympics or the Centenary Anniversary of Federation.
In a Pole in 1995, 35% of Australians wanted to remain with a Monarch being the head of state.
In 1996, John Howard was voted in at the election and decided to have a constitutional convention. It was decided that the Bipartism appointment of the president model would be voted on by the Australian Public. The Referendum was defeated with a 49.84% of votes in favour. The reason for the defeat was not due to a pro monarchy population, rather, the pro republicans feared that without a direct election Australia would get a politicians republic.

Australia needed to decide whether or not they wanted a Monarch or a Republic and Keating was very influential in making that decision into a reality. Keating helped Australia realise that the Monarch was not a popular option, but neither was a politicians Republic. This created a fierce debate in what political direction the Australian Public wanted to go.
